Department of Skills Development (DSD) or also known as Jabatan Pembangunan Kemahiran (JPK) is one of the agencies under the purview of the Ministry of Human Resources Malaysia (MoHR). DSD is a Government agency responsible for promoting and coordinating skills training strategies and programs through the implementation of national skills certification system known as Sistem Persijilan Kemahiran Malaysia, by awarding national skills certification or known as Sijil Kemahiran Malaysia (SKM) and offering skills training program in DSD Accredited Centers based on the standards developed in collaboration with the industries also known as National Occupational Skills Standard (NOSS). Among the main objectives of DSD include, to coordinate and regulate the implementation of skills training to produce K-Workers for the purpose of employment and recognition at national and international levels; and also to conduct research and develop job competency standards and expertise to continuously improve the quality of skilled human resources who can contribute to the economic growth of the country. DSD is also the sole certification body for the scope of NDT in Malaysia with the accreditation of MS ISO/IEC 17024: 2012 and ISO 9712: 2012 from the Department of Standards Malaysia (DSM), in order to ensure implementation of the SPKM-NDT certification scheme is in accordance to the standards, levels and quality as recognized by the industries and other international certification.
